The 4.3b9 distribution file (in the beta-versions directory of the ftp sites) is nearly ready for release (4.3b10 will be able to meter IPv6, and I've quite a lot of documentation updates to do). It has a much cleaner directory layout, and better installation code (it now behaves like a GNU application - look at the READM and INSTALL files, then ./configure and make). Please try this, and let me know if you still have problems.
