It is proposed to add to the PNG specification version 1.2, section
10.5 (Decoder gamma handling), and to the PNG ISO Draft, Clause 13.13,
(Gamma handling), immediately preceding the paragraph that begins
"It is not necessary to perform transcendental math ...", the following
paragraph:

   A gamma value of zero is not meaningful in the context of a PNG
   image.  Decoders should ignore a gAMA chunk containing zero, and
   editors may discard it and issue a warning to the user.
