This is "QPNG/386", a special freeware version of QPV/386.  This version
only supports the PNG format.  (FWIW, Targa files are also supported.)
QPNG may be freely used and distributed without charge.  Since QPNG is
probably the most complete and correct PNG viewer in existence, it may
serve as a reference PNG viewer for DOS.

Please move to png/applications, it replaces the previous version
(qpng16c2.zip).
