This is only part of the puzzle - ISO-8859-14 seems poorly supported in OS4. Topaz/8 needs an ISO-8859-14 version, otherwise OS4 tends to default to using ISO-8859-1 which lacks W-circumflex (Ð) and some other characters. Properly written programs with a Welsh catalog in the correct charset should still display correctly however. The other issue is keymap - I've created a modified keymap which has the circumflex characters on Alt-W etc, as well as via DeadCircumflex (Alt-H). Alt-D is DeadDotAbove which is useful for the other ISO-8859-14 characters but probably not much use for Welsh language typing. Note that the Deja Vu font doesn't have all of the DotAbove characters anyway.
